Why is there no direct way to adjust volume?

I bought my first pair of AirPods the other day (I chose AirPods (3rd generation), and I am surprised to find that I cannot adjust the volume without either (a) speaking aloud to Siri, or (b) pulling my phone out of my pocket and turning the volume up or down there.

Naturally I had already read this article before posting my question. It does not answer my question -- it only confirms that there is no way to adjust the volume by touching the AirPods themselves, something I am accustomed to with other earphones.
