Hi, I am getting a $0.99 monthly charge from Apple. I don't download songs. To my knowledge i don't use the cloud. I have an older iPhone. Does anyone know what this is for?

Most likely iCloud storage given the amount. See Downgrade or cancel your iCloud+ plan - Apple Support.
