Why don’t all my apps function after shifting to new phone? The icons are all there but they are not downloaded

You need to wait for the apps to download from the app store. Apps are not transferred to a new phone; only app data are transferred; the apps are redownloaded. Leave the phone plugged in and connected to Wi-Fi to speed the process.
Ok. Thanks for the reply. But it’s been 4 hours and nothing has changed.
But I think it may have to do with the fact that all the apps were downloaded using another Apple ID that is no longer active. I have a new Apple ID.
Then you will have to re-purchase or download all of those apps. A good reason to keep an Apple ID for life.
Apps on old iPhone 7 did not download on new iPhone 12 but icons all appear exactly as they were
