Is there a way on Apple Pay to stop the payment like PayPal?

Where are you getting this device from? If you are concerned with being scammed, then just get it from a retailer. If there is no retailer nearby, then go through a third-party Web site(i.e. eBay). eBay has services for avoiding scams. If something is a scam, then report it to them.

As for getting scammed, I wouldn't says it's on Apple's part, but rather that of the seller (but what would I know about the sale?: Nothing). As for getting a refund due to a scam, contact Apple Support, prior to proceeding with the transaction, asking them where to go from there.

Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
