Let’s start by making sure that Content & Privacy Restrictions isn’t enabled in Settings > Screen Time > Content & Privacy Restrictions. If this feature is enabled please disable it, then return to Settings > Notifications to see if the apps appear. If Content & Privacy Restrictions is not enabled, or the apps don’t appear after disabling please make sure you’re running the latest iOS version. There have been several updates to iOS 15 since the initial release. You can find the steps for updating in the below article.
