a) Again, no. Only what is expressly shared by a user is shared among the family.
b) Send/copy/transfer the originals to the other user (AirDrop, flash drive, file share, mail, etc), or add the photos to the shared family album, or create and populate albums within the shared family album.
c) iCloud+ device backups are also kept private to each user, though the iCloud+ storage can be pooled among family members.
