When you select to share via Air Dop on the Mac does the phone show as a possible recipient?
Is the phone setup to accept Air Drop?

I just Air drop to my Monterey MacPro to my Phone X and it worked and they were not paired.
You don't need to "pair" them. You can't pair them in that sense.
As long as they are within range, have bluetooth turned on, and are signed into the same ID or have airdrop configured to allow the connection from the id on the other device, it should work just fine.
Just for what purpose are you trying to pair the MacBook Air with the iPhone?

I wanted to transfer files from my MacBook Air to iPhone by airdrop. It doesn’t let me transfer files from Mac to phone, but it’s only let me transfer files from iPhone to MacBook Air.
