Apple Watch Series 3 GPS + Cellular bricked after update & no local Apple Store

My watch was working just fine until it auto updated and now its stuck on this screen. I think it is bricked. What can I do? I bought it from the Apple US store. I now live in Malta. There is no Apple Store in Malta. I took it to the only Apple authorized reseller and repair place, a store called iCenter, and they said they cannot help me because it isn't just a wifi enabled Apple Watch Series 3 but because it is also cellular and that they don't and never did sell cellular versions, they cannot service it. They told me I would need to take it to Rome, which would be the nearest Apple store, or to one in the US. From what I've read online, it seems it just needs a hard reset with an IBUS tool, which only Apple stores and some authorized service centers would have. It seems Apple should be supportive of their own products if and when it bricks because of the software update and I shouldn't have to pay exorbitant international shipping and tax just to get it to work again. What can I do? What are my options?
