Every time I call a number it instantly rings a very fast busy signal. None of the people are on their phones in a call. I can text and email. I think that the recent update happened last night. I can receive calls just fine

A fast busy signal is usually network congestion or lack of capacity. Whatever the cause, it is generated in the network not by your iPhone, so you need to talk to your network.
Same model of phone?
If not it could easily be a misconfiguration at the cell tower, and congestion at the tower does not remain constant from second to second.
Contact your cellular provider and inform them of the issue.

Could be something as simple as your network settings (SIM) need to be updated. Whatever, talk to your network because they are the only people who can access the logs for your call attempts to see why it fails.
