My iPhone XR has been cloned, hacked. They are using my camera. I think they hacked it by using my phone number and IMEI. It is a hacker that I know and he has been stalking me for the last nine years. Is there any help?

iOS is basically impervious to breaches like that - if the attack is genuine report it to Apple as they would be more than interested to know.
To fix the issue restoring your phone to factory settings via Finder or iTunes is probably the best option. Just make sure your data is backed up first.
And maybe put a piece of tape over your camera..
