What was discussed in this conversation is not a 'formula', which is the code in the cell that produced the value to which the Custom format was applied.
You can copy this custom format and paste it into a Table in another Numbers document.

Correct. Custom Formats and Custom Styles are unique to the document in which they were created and applied. You can, though, COPY the format/Style of a cell, then Paste that style to another cell in the same Table, in another Table on the same sheet or on a different Sheet in the same Document or in a Table on a Sheet in a different Document.
When pasted in, the custom format should be available to any cell of the same Data type in that Document, and should be findable in the Custom section of the Data Format menu under the name you gave it when initially saving it.

The number in each cell is from whatever formula you are using. If they are all 0.4 then the formula is not correct.
The custom format needs a % on the end of it. Drag the "K" to each line then click on it and choose %. If you want your percentages rounded to the nearest whole number, remove the ".##"
The arrows are ▲ and ▼ which you can copy/paste from here if you don't already have them. They don't look the same size when the font is Helvetica Neue. They do when it is Arial.

The formula you posted, (K5-K4)/K4, is the correct idea for row 5. Check the other rows and see if their formulas are correct for their rows.
If you imported this document from Excel, the formulas AND the formatting should have imported. I just tried it and had no problem.
This was the imported format
The imported highlight rule was "if less than 0 then 'custom style' red text"
Hi. Your screenshots seem to indicate that you are not following the example I provided. Perhaps you could try to reproduce it exactly and then go on from there.

It is really just a matter of making sure your Custom Format settings look exactly like those in my screenshot.

so I want to show in the cell the number which it coming by formula so how I can fix the formula in custm format and if the number -▼0.4 coming by the formula not typing so please show me the formula . and if you can call me it will be better sir.
