sine i get iphone 13 pro max last week , facetime is only activated with my mail but when i try to activate it with my phone number its give always error , also i tried A- reset network settings B- erase all content and settings C- signing out and re-sign again

What country are you in and who is your carrier?
If you're not using a supported carrier, your account MUST be enabled for international text messaging to communicate with Apple's activation servers. Charges may apply from your carrier for that.
Contact your cellular carrier and make sure your account is properly provisioned for an iPhone.
