Charging cable is NOT a charging cable

I purchased a USB-C “charging cable”, but it’s a USB-C at both ends. This is useless to me & Apple.com provides no way to contact them for a return. I guess this is why everyone gets (questionable) cables at Amazon.

How can I return or exchange this?
