Poor data and phone reception

I just purchased two new 13 pros.

I previously had 11‘s my daughter has XR

I have poor cell service and poor data service

11 has 70.85 download and 15.15 upload

13 Pro has 19.2 download and 13.1 upload.

XR Is equivalent to the 11

All tests have been done on the 13 Pro and Apple and Verizon both say it is good.

does anyone else have the same issues or a solution
