I was able to get a hold of the QR code for my COVID19 Vaccine Record, when I scan the code it only gives me the option to "Add to Health App" but does not show me the option to "Add to Apple Wallet".
I tried adding to Health app and then from there add to Apple Wallet, but again, no option to do so.

For example, be sure to check that the device is using iOS 15.1. You can double-check the installed version at Settings > General > About.
