This used to be as easy as pushing import. I would suggest converting the files on the cd, as it will save the new version into your music folder as well as iTunes. Or you could always drag the converted files into iTunes if they do not appear
When running Mohave, there is no option for a separate music app that can do what you have described. The version of Itunes that is in the os I have does not have the import cd anymore, and the workaround for me was to convert to mp3 from the cd, thus creating files in itunes.
So I rebooted into High Sierra where I had iTunes 12.6.5.3 installed, installed iTunes 12.8.2.3, and my CD drive shows up in iTunes in both versions just as it did in Mojave. I suggest you try reinstalling iTunes.

Here's what I see in Mojave running iTunes if I place a CD in the drive.
Perhaps there is an issue with your drive, rather than a problem with iTunes itself.

Odd, my recollection is that CD ripping is present in iTunes 12.9.9.5 in Mojave. 😕
I guess I could fire up my old partition to check.

The obvious import cd button is gone in my version.
