Whenever i want to add a new payment method , it says “there may be a billing issue with your account, contact your provider or add a new payment method” i did that and it still says the same. I cant purchase anything. How can I solve this??

I have already checked my subscription/purchases and i dont have any pending purchases. I cant even purchase anything on my phone anymore. Please solve this problem. Also i dont have any cards. I use my number to buy things but i afther I change my number i cant buy anything.
