Scroll zooming

I want to be able to scroll in the same way that

Option–Command–Plus sign (+) or Minus sign but using a key and scroll wheel (Ctrl and scroll in out in Windows). At the moment I can only either zoom in and out of the whole screen like a giant magnifying glass, or have some box appear and zoom in and out of the contents of the box, like a small magnifying glass.

Neither of these is acceptable.

Summary: Scroll in and out using a a key press and the mouse scroll wheel in the same way Windows does it.

Machine is running Monterey 12.0.1
