Trying to pair my old IPhone with old Apple Watch

I am trying to pair my old Apple Watch with Old IPhone. Some how it has become locked and I can’t get past the Lock activation. Can’t even pull up Apple Watch app face?

What exactly are you seeing on the face of the Watch? It sounds like the Watch may have been paired with a different phone and Apple ID. Is that possible? Start your troubleshooting here, About Activation Lock on your Apple Watch - Apple Support
