(Monterey) Tabs in Preview not working

Zeanne had similar issue in 2018 and resolved after much roundabout.

I have issues with this every year around tax time.

I hope someone can make sure the Preview option "Open all files in one window" opens all files in one window someday.

This is debuggable from Apple, you don't need me. In Preview app, it knows what options I selected, it knows how many windows it has open, and it knows how to contact mother on detecting the inconsistency. C'mon guys...
