Pages cannot open PDF documents. A PDF document can be dropped on an open Pages document. Although the multipage PDF is an object in Pages, it can only show the first page, and the other PDF pages are not accessible to you in Pages.


Right-click on your email PDF attachments in Mail and choose the Save option in the secondary menu. Once you have the PDFs on your Desktop, double-click the first one to open it in Apple's Preview (PDF viewer), and select, copy, and paste the text from the PDF into a new Pages document. Repeat that process for the second PDF after the first pasted text content.
