Optimize photo storage and iMessage quality

If I have optimize storage turned on for photos, and I text someone a few pictures, are they going to get the “optimized” photo, or the iCloud high quality version? Obviously within family we share a lot of photos and eventually make books, get printed, etc. or just to have on our personal devices. I want to optimize storage but am concerned if I do then all the pictures I take will be low quality if I text them to someone. And I do have iMessage setting set to NOT send low quality pictures, but not sure how that applies if the image on my device is already low quality?
