Cannot delete songs in iTunes wishlist (Mac)

When I hover over the album cover, the "x" appears, but nothing happens when I click on it.

There are newer versions than that, but it depends what platform you are running on. You can check per the steps in here:

Update to the latest version of iTunes - Apple Support

That is a bug in some versions of iTunes/Music. The delete works correctly in the newest version, but if you are running an older version you may see the problem.
