Stair counting

My new Apple Watch 7 gives me credit for climbing 1 flight when I climb 2. I have read about the 16 stairs counted and the barometric pressure sensor. My outer steps are 15 steps with large step ups to landings. Even if I raise my arm, it will not give me credit for this flight of stairs. The second set is the 16 you describe with flat landings and this is always counted. It’s frustrating to have half of your steps counted so I appreciate any help, but it’s clearly not earth shattering. Thanks.
