Keyboard accessibility

Since the latest update to my ipad I have had issues with either keeping keyboard accessibility off or on.

First I could not see comments in FB so I read to turn ON full keyboard accessibility and that worked. Now I am seeing blue highlight boxes around things, can’t tab in “notes” or even click the space bar to add a note, it won’t space at all. Then I read to turn OFF full keyboard accessibility. Prior to the latest update this all worked just fine. Any solutions?
