Problem with my magsafe charger?

So the thing is, when i plug in my magsafe charger to the macbook it feels like the current from the charger is flowing through the device like i can feel slight vibration/static energy when i slowly move my fingers around the arm rest part of the laptop. I want to know the root of this issue. Is there a problem with my charger? Should i change the duckhead? Or did i just get a damaged charger??
