Touch ID and passcode not appearing in settings

As seen in my other question, I lost my phone, so I got a newer one (ish). I set it up as normal but for some reason when I am going to add another finger for Touch ID the option won’t even appear!! Same happened with my iPad Pro 9.7” so I can’t take a screenshot of what it should look like. But anyway here’s a screenshot of my settings:

Your screenshot would prove more if it were taken a tad lower.

The typical order is Accessibility, Wallpaper, Siri & Search, Touch ID & Passcode


But in any case, I suspect if you check

Settings > Screen Time > Content & Privacy Restrictions > Passcode Changes

that it's set to Don't Allow, you'd want to flip that to Allow
