Photo Recovery From Stolen Phone

Is there any possible way to recover photos from a stolen iPhone when iCloud is saying there is no backup? iCloud was turned on to backup photos, but since there was not enough storage it did not back up all photos, just some. However I cannot download any of the pictures.

iPhone 11, iOS 14

If you had iCloud photos turned on your pictures will be at iCloud.com/photos (at least those that synced). Your device may sync again if it is powered and connected to a network provided you have space in iCloud. You'd have to upgrade your space and hope that the phone connects again (which is unlikely).
