Can two separate credit cards be used to pay for Apple Cloud and Apple tv subscriptions?

Any Apple ID account will have a list of (one or more) payment methods. The primary payment method will be tried first. If that fails for any reason, then the secondary payment method will be used.
You can have multiple cards as payment method. You can’t set what charges will be billed to what card.
If you add balance (like store credit) to your Apple ID account, then that payment method will be used first, before any card.
