What did we do wrong when resetting an apple id password?

So my daughter had forgotten her apple id password and we tried resetting and waited the 27 days for the reset email. When we got the email it did the same thing and told us we had to wait another 27 days. My daugher's Iphone has been reset and she can't remember her passcode either. What did we do wrong?
