I am stuck using OS Mojave because if I update it I lose the ability to convert my 1+TB of Aperture files to Photos. But I have trouble with both Safari and Mail. If I try to send an email Mail will sit and spin the color wheel for at least 24 hours before it will send. Some websites are telling e they wonted work with my old version of Safari (12.1.1) I'm wondering it if it possible to update just Mail and Safari without losing OS Mojave?
Have you updated Mojave to the last available version (10.14.6) and applied all security updates? Safari on Mojave should be at version 14.1.2, not 12.1.1. That will resolve security issues with the websites where you are now having issues with that ancient Safari version.

I have no issues with Mojave and Safari on two Macs made six year apart.

IF you are at Safari 12, you may be able to upgrade with losing Mojave. My Mojave Macs are running Safari 14.1.2 without issue. Do System Preferences > Software Update and see if a newer version of Safari is offered. If it is, it will be under "Another update is available:"
If the option is there, click "More Info..." to see if a newer version of Safari is waiting:

I just tried to update Mojave from 10.14.6 but the updater took me instead to Monterey. You are right about my having the old, old version of Safari! I have no idea how I could have updated Mojave to 10.14.5 and had it leave Safari back at 12.1.1. So that is probably my issue. I tried the procedure suggested by Allan Jones, above. But when I clicked on "another update is available" it took me right to Monterey. No option to update Safari alone. I will call Apple and see if they can tell me how I can get the Safari 14.1.2 version that should have come with Mojave. Thanks for the suggestion.
First, launch the Mac App Store signed in with your Apple ID. Check the Update panel on the application to see if there are any pending updates. If so, apply them.
Any Safari security updates will appear in the Software Update Preferences panel below the next major upgrade entry (e.g. Monterey), and will be a blue Other… link. When you click that, you will see security or browser updates for Mojave, and choosing to install these will ignore the Monterey installation. Allan Jones showed you screen captures of this information.

I did the updates within Mojave, to the last available version (10.14.6) and applied all the security updates as you instructed. That enabled me to get Safari up to 14.1.2 from 2.1.1. Everything seems to work now. I can't thank you and Allan enough."
