Library missing in Go category

To keep the Library folder visible in the Go menu, click Go > Home so that the Home folder is opened.

Then click the View menu > Show View Options (⌘J) and click the box to Show Library Folder.

Hover Over it:

Hovering over it, do you see the word "edit"? Clicking it, nothing happens?

If you cannot edit that picture in System Preferences > Apple ID, you might give it a try in the Contacts app.

Launch Contacts and then select the card that is your own. From there you may be able to edit that picture.

I can edit the pic in either location under Catalina, but have no access to other OSs at the moment to test.

Press the Option key.

While in the Finder, press command shift H, then command J, then check "Show Library Folder" in the windows that opens.
