You can try texting that person and to call you back.

IF that's the only number (if it's correct) then it has nothing to do with your iPhone.
Yes, only that one number. The number is in my contacts and we have made sure that the number is not blocked on my phone or the receivers phone. I have tried everything I know to try. I am stuck, I don’t know what to do.
