How to rotate the Instagram App on IPad

Unlock:

The location of your keyboard is within respect to the 90-degree rotation of your screen. So, unlock the rotation, and then all would start rotating. Find more on this here: Rotate the Screen on your iPad - Apple Support

Leave the Developer Feedback:

View the app in the App Store for their Contact Us information. Inform them that you need this to be an option.

What to Do:

Contact the Developer., asking them about this. They may have yet to do their part in full-compatibility. Also, certain you both have the same release of the software, and that the iPad and App are fully updated to the most recent update versions.
