How do I get rid of this message when trying to stream Apple TV on iPad. “No tv shows or movies. Your library is empty. Tv shows and movies that you add to your library will appear here”

The iPad needs to be online for the Apple TV app to show content other than local library content (i.e. downloaded/synced videos).
For Wi-Fi, no additional settings are needed.
For cellular connections, you have to allow the Apple TV app to use mobile data. Settings﹥Cellular﹥[scroll down to] TV﹥Off|On.
