The iPad needs to be online for the Apple TV app to show content other than local library content (i.e. downloaded/​synced videos).

For Wi-Fi, no additional settings are needed.

For cellular connections, you have to allow the Apple TV app to use mobile data. Settings﹥Cellular﹥[scroll down to] TV﹥Off|On.
