Currently Private Relay is beta on all supported devices, not available in all regions, and not compatible with all Networks. The issue you are having could be expected behavior at this time. For additional assistance, I would contact your ISP/Network Provider and confirm they meet the minimum requirements for iCloud Private Relay.
