Whenever I plug in 13 pro to charge, it has about 1 second delay before showing charging symbol and buzz. My iphone XS wouldn't do this. My XS always give feedback right away when I plug in to the charger. Is this an intentionally design on 13 pro or my phone is broken?

This is common across all iPhones when you plug them into a more powerful charger like the 20W one Apple sells - it is completely normal.
