Music "Conversion" Hassles Won't change to mp3...

I have two iPods and a new iPad. The iPods don't recognize nor play any m4a music files. When I try to convert them in Music, it takes the 256 bit files and makes them 128 bit files, but still keeps them as m4a files, not mp3! Now this must have been an "improvement" in Big Sur, since files I converted just two months ago, did end up converted to 256 bit mp3 files! WHY DID THIS FUNCTION END??? What is Apple doing?

The process of converting music has not changed.

Convert a song to a different file format with the Apple Music app or iTunes for Windows - Apple Support
