Transforming lower thirds

Select the title in the Timeline and press Opt-G to make it a compound clip. Select the compound and reposition it. To change the text, double click the compound to open it into the Timeline pane and change the text there.

If you want the blur effect, you're kind of stuck with the way it is. Using a Compound Clip or removing the Title Background source in Motion will also get rid of the blurring because there's nothing there to blur...
How do you want to be able to reposition the title? If all you need is to be able to reposition the title vertically, you can download Lower Third 3D - Alt from here:

If you need other functionality, you need to be specific about what you want.
An extra parameter has been added in the inspector (Vertical Offset). Otherwise it should be exactly the same.

Do you happen to have Motion?
This is easy to fix if you do.
Just open a copy of the title in Motion, and delete or disable the "Background" layer.

Once downloaded, expand it and place the whole folder in
/Users/(yourname)/Movies/Motion Templates/Titles/3D
If you select the lower thirds, try clicking the transform tool; then reposition by dragging.
Be sure to click the transform tool when done or it won’t work.
If you need to, you can create the "Motion Templates" and "Titles" folder as indicated.
In that case, these two folder need to be "localized".
Select each of these folders, press Command-I and in the Info window add the ".localized" extension, like this (the extension will not be shown in the regular Finder windows).
What’s the name of the lower third? How are you trying to transform it? Change the scale, position, rotation?
It's called "Lower third 3D". I am trying to change it's position.

I've tried to do it this way, it works. However, bar's blur effect disappears. Maybe you have a solution for fixing it? Thanks a lot
No I don't have Motion... Is there any other way for fixing it?

Oh, sorry... I missed that part about the blurring.
As Fox says, you can't have it affect the background (blurring) and the same time not affecting (transform)...
That doesn’t apply to the title the OP chose.
