Apple Pay Verification

Nothing is working, the website’s instructions aren’t helping me allow myself to verify my identity. The first time I got notified that I needed my verification, I didn’t have my social security card with me, and my drivers license was with my brother, so it said I couldn’t be verified. The second time I tried, I used my Military ID, since it’s a government official ID, but it failed again. I tried my brothers info because he was the family leader, and it didn’t work. when I finally used my own drivers license, it failed to verify AGAIN, and it locked me out saying I have to contact apple to reopen my apple account.
