my iPad is perpetually full so I want to turn off iCloud photos and delete the photos. I can’t. I turned off photo optimizing and shared albums. I tried restarting and signing out and back in. It just says “turning off” forever until it times out.

thanks, but that was not the issue. I wanted to delete the photos, not save them. I was able to finally turn iCloud OFF on my iPad by upgrading to iOS 15. I’m not sure why, but then it allowed me to turn iCloud off. Then I was able to delete the photos from the iPad and free up space.

You can save your photos directly from iCloud using this procedure:--> Archive or make copies of the information you store in iCloud - Apple Support
When done (photos are safely store on a computer), you can delete your photos from iCloud or from your device.
