Recover Set Up Assistant

I have an old iMac (2013) running Catalina OS that I just transferred all the data to a new iMac. I erased the hard drive on the old Mac using the disk utility. I then started to install the OS and got to the point of selecting English as the language in the setup. I then was called by a neighbor and I stupidly shut the computer down by just pushing the on/off button. I did not use the Command-Q to quit the assistant and use shut down.


Now when I start the computer I get a white blank screen with a folder in the middle with a question mark in the folder. This folder is flashing off and on.


Is there a way that I can get back to the setup assistant?
