Contact your Carrier, as they are the one who provide you with the service of Cellular.

Troubleshooting Phonecall Volume:

• Volume Output: If you Can't Hear a Person on a Call or Voicemail or if the Sound isn't Clear on your iPhone - Apple Support
• Volume Input: if your Microphone isn’t Working or People Can’t Hear you While you’re on a Call -Apple Support
• If Neither is of Success: Contact Apple Support

Try using the included sim removal tool to eject your sim card, then push it back in to ensure proper connection.

If that doesn’t help, then try to click Settings, Cellular, then toggle the on/off switch for; "Turn On This Line".
