Cropping photos
I use Big Sur version 11.6. I have always been able to crop photos, but for some reason, there is not crop icon in the photo edit now.
The same is on my iphone.
Can you help?

After selecting the area to be cropped, you can also use the keyboard shortcut ⌘K to crop the image to the selected area.
One more thing, if the selection rectangle is missing from the toolbar, you can add it back by using the command "View > configure toolbar".

That is not the photos app, that is the preview app. (This is the forum for the Photos for Mac app, hence my assumption)
To crop using preview, drag a rectangular selection using the tool at the left of the toolbar, then from the menu - tools>crop.

There is no adjust on top centre of the screen. I would attach a screenshot. This is all you have on top of the photo.
