To charge the iPad Pro 12.9" 4th gen. via a cig lighter adapter, what kind of output is needed to be able to charge the iPad in terms of Amps. and Watts ?

Your iPad Pro requires a Power Adapter of 12W (2.4A @5V) or greater to reliably charge.


For 12V electrical systems, here are a couple of options from mophie - marketed by Apple:
