After updating my iPad mini 4 to iOS15.1, iMessage and FaceTime are non functional

After updating my iPad mini 4 to iOS15.1, iMessage and FaceTime are not functional. Both are stuck with “verifying” so I cannot get into either app to toggle off and on. I have tried hard reboot, checking date and time, airplane mode, turning off Wi-Fi. Any suggestions?
