I saw a similar problem reported with the upgrade to iOS 15 but it happened to me with the update to 15.1
All my reminders disappeared. I have the phone set to sync to iCloud but all the reminders are gone from there also.
Anything else to possibly do (except remember that "sync" is not "backup."

Thanks for taking a look at those previous steps, and it does appear that you should be in the correct place per the previous steps provided.
Since you're not seeing an option to restore Reminders, at this point the next best option would be to reach out to Apple Support directly from this link here: Get Support - Apple
From that link choose Music, Apps & Services > iCloud > Contacts, Calendar & Reminders > Troubleshooting iCloud Reminders. From there you should see a few options to reach out, depending on your location.

Thanks. However, there is NO option to "restore calendars and reminders." Just Calendar, Contacts Files, Bookmarks.
There is no "reminders" on that page. Here are screen shots of what I see from the Advanced link.
Nothing at all about Reminders.
Note: on the phone, under Settings > Apple ID > iCloud, "Reminders" is toggled ON to sync with iCloud.
I did restore my calendar to the day before the reminders disappeared. That worked but no return of the Reminders.
Am I in the right place?
@Chris_V89 over an hour in Support by phone and no luck. They also can't answer the question of why I don't see "Restore Calendar and Reminders" on iCloud.com > Account Settings > Advanced at the bottom.
Just curious whether you see that when you go to that place on iCloud.com
