Hello,

Have you already went into your Apple ID then iCloud settings to make sure you have turned on all the features that will allow your device to move some of its data into iCloud?

If you already have everything turned on you might just need to wait for the data to transfer. Making sure you have a Wi-Fi connection and your iPhone connected to a charger without using low-power mode can speed up/allow it to start.

This Apple Support article shows how to turn on iCloud features in case you have not turned them on yet.

Set up iCloud on all your devices - Apple Support

“Set up iCloud on your iPhone, iPad, or iPod touch

  1. On your iPhone, iPad, or iPod touch, go to Settings > [your name].
  2. If you don’t see [your name], tap “Sign in to your [device],” then enter your Apple ID and password.
  3. Tap iCloud, then turn apps and features on or off.“

You can also check for storage recommendations.

How to check the storage on your iPhone, iPad, and iPod touch - Apple Support

“Go to Settings > General > [Device] Storage. You might see a list of recommendations for optimizing your device's storage, followed by a list of installed apps and the amount of storage each one uses.”

I hope this helps.
