I currently have an Apple Watch 7 GPS+Celluar and moving abroad Panama, that doesn't have a carrier that supports Apple Watch yet. I also have to travel between Europe and Colombia and have local cellular numbers there, with carriers that support Apple Watch.
I want to ask if it is correct:

You are correct that your Apple Watch would only work as a GPS model since there is no supported carrier.
If you take your Apple Watch and your iPhone also supports the carrier you go to in the other countries, you should be able to use it:
