I cannot edit build order. Whenever I try to rearrange build events, it snaps back into numerical order. The most I can do is join two adjacent build events together. Is this by design, or is there any way I can rearrange build order?

I have never had problems with the build order.
My only thought is to ensure you have not selected more than one entry in the list, if more than one item is selected they won't move.
Select only one item to move it.
